Green Vehicle Definition

Boynton Beach drivers who want a “green vehicle” should know what such a term means. Eco-friendly vehicles put out fewer greenhouse gas emissions than a normal internal combustion engine. All of the following vehicles have been referred to with this term, but not all will qualify for the Florida electric vehicle incentive:

  • AFVs = Alternative fuel vehicles (EVs, PHEVs, biodiesel vehicles, fuel-cell vehicles)
  • EVs = Electric vehicles
  • PHEVs = Plug-in hybrid electric vehicles
  • ILEVs = Inherently low emissions vehicles
  • HOVs = High-occupancy vehicles

HOV Lane Facts

In the state of Florida, drivers can get a special HOV decal (where HOV stands for High-Occupancy Vehicle) when they drive a green vehicle. If you have a ILEV or hybrid vehicle in Florida, you can get a HOV decal from the Department of Highway Safety and Motor Vehicles when you follow these instructions:

  • Fill out an application form.
  • Bring the form and a small fee to the local tax collector’s office or include postage with fee.
  • Fee is $5 for one year or $10 for two years.

In addition, if you drive a green vehicle, you don’t have to get smog or emissions testing. It’s perfect for West Palm Beach drivers who want to save time. And don’t forget, with a HOV decal, you can get into the express lanes on I-95 for free!

Florida Electric Vehicle Incentives

For the state of Florida, there are no EV tax credits. Though, you can be eligible for electric car incentives of up to $7,500. As of Jan. 1st, 2023, the rules on what vehicles qualify have changed due to the Inflation Reduction Act. See the new revisions for the federal electric car rebate below:

Qualified Plug-in Electric Drive Motor Vehicle Credit – Federal Form 8936

EV buyers may be eligible for a federal electric car rebate for up to $7,500. This electric vehicle incentive originally required that credits are phased out after 200,000 units of your electric vehicle model have been sold, but as of Jan. 1st, 2023, the 200,000 unit cap has been eliminated. Qualifications rules have changed, and are more stringent than before. To qualify, your vehicle must:

  • Must have undergone final assembly in North America.
  • Have a battery capacity of at least 7 kilowatt hours.
  • Weigh less than 14,000 pounds.
  • Must be a new, qualified plug-in EV or fuel cell electric vehicle (FCV) made in 2023.
  • Must come from a qualified manufacturer (see what vehicles qualify below).

You can see if your specific vehicle meets the requirement for final assembly location on the Department of Energy’s page on Electric Vehicles with Final Assembly in North America by using the VIN Decoder tool. You can find this under the VIN Decoder tool under “Specific Assembly Location Based on VIN.”

Certain sales also only qualify for the credit if:

  • You purchase the vehicle new (models from 2023-2032).
  • You buy it for your own personal use, not for resale.
  • The seller reports the required information during the time of the sale to you and the IRS, including your name and taxpayer identification number.
  • For vans and pickup trucks, MSRP cannot exceed $80,000. for all other vehicles, MSRP cannot exceed $55,000.

Federal Tax Credit For Used Electric Vehicles and PHEVs

While the rules are more strict on new EVs, getting a federal electric car rebate is easier for pre-owned EV and PHEVs. Below are the guidelines for buyers to qualify for electric car incentives of 30% of the value of a used EV/PHEV of up to $4,000:

  • The used vehicle must be at least two model years old during the time of sale.
  • The original owner of the vehicle must be an individual and not a business.
  • Used EVs and PHEVs must be purchased at a dealership like Kia Delray. Third party sales don’t qualify.
  • The used EV/PHEV must be less than $25k.
  • Buyers can only claim one used vehicle credit per every three years.
  • Credit can only be applied during the time of sale by the dealership.
  • Income cap of $75k for individuals, $112,500 for head of household, and $150k for joint returns.
  • Credit ends on December 31, 2032.

Unfortunately, with the new revisions on federal electric car rebates, there are no Kia EV incentives. However, you can still potentially qualify for a used federal electric car rebate when you choose to purchase a used Kia that meets the requirements for used electric car incentives.
